Can you trade Pokémon on emulators GBA?
Unfortunately, you cannot trade Pokémon with other emulator users; however, you can trade with yourself in order to port Pokémon between the two emulators.
Can you trade Pokémon on GBA Virtual Console?
GB/GBC VC Pokemon games can trade with each other, as their VC emulator is designed specifically to allow wireless trading. GBA VC doesn’t have that because Pokemon games were never released on GBA VC on the 3DS, so there wasn’t any need for one.

It is possible, yes. Once you’ve met the friendship requirements, using a Rare Candy on a lv 100 pokemon will make it evolve (same goes for any other pokemon that require them to level up in order to trigger evolution).
Can DS emulator trade with real DS?
Generally, no. Emulators don’t generally have the same wireless capabilities that the DS had. DeSmuME tried to experiment with this a while back and got in trouble with Nintendo for illegal use of their servers, so they took the functionally out.
